The Office of the Waterfront and Civic Projects (OWCP) was created in 2014 to manage the planning, design, and construction of Seattle’s most transformative civic project since the Seattle Center – the reclamation of Seattle’s Central Waterfront. Once the deep-bore tunnel is open and the viaduct demolished, OWCP will rebuild 26 blocks to include a surface road, promenade, two rebuilt pier parks, a pedestrian bridge called the Overlook Walk, and numerous pedestrian enhancements to several east-west streets.
